The Water Quality Division manages collection of water samples for the Texas Clean Rivers Program and special projects like Texas Commission of Environmental Quality’s (TCEQ’s) Total Maximum Daily Load program. Petronila Creek is particularly of interest in recent years due to being one of the most impaired waters. We are proud to work with other environmental professionals with a plethora of expertise through the Texas A&M University’s Water Supply Studies and Center for Coastal Studies, Bring Baffin Back program, Coastal Bend Bays and Estuaries Program, Texas State Soil and Water Conservation Board, Natural Resource Conservation Service, TCEQ, and other river authorities and groundwater districts.

Lorie Flores, Director of Resource Protection & Water Quality

Lorie Flores began working as the Administrative Assistant to the Executive Director for Nueces River Authority in June 2022. Lorie has many years of customer service and accounting experience. She is excited to start a new journey with Nueces River Authority. Lorie and husband Marcos have lived in Uvalde for many years and have four beautiful children. Lorie says, “My Family is my world.”

Lorie handles administrative issues for the Executive and Deputy Executive Director which includes investigation of customer issues, complaints, and request for information. She directs those issues to the proper department for response.

CourtneyTaylor, Manager of Water Quality Programs

Courtney Taylor joined the Nueces River Authority in 2023 and currently serves as the Water Quality Program Manager. She earned her Bachelor of Science in Biology with an emphasis in Marine Biology from Texas A&M University–Corpus Christi. Her work focuses on monitoring, managing, and protecting water resources throughout South Texas. Outside of work, Courtney enjoys spending time outdoors, going to the beach, and making memories with her friends and family.

Wesley Harris, Water Quality Data & Field Specialist

Wes Harris serves as a Water Quality Data and Field Specialist and is a proud native of Three Rivers, Texas. He graduated from Texas A&M University and brings more than 18 years of experience in education, having previously worked as an Agriculture Science and Agricultural Mechanics teacher. Wes has also served as an educator with the Nueces River Authority, where he helped promote environmental awareness and stewardship. A passionate outdoorsman, he enjoys fishing and Hunting. From freshwater to saltwater, from beach to bank. His dedication to water quality, conservation, and natural resource management drives both his professional and personal pursuits. Wes is married to Jamie Harris and treasures spending time with his children and grandchildren.
